Survey seeks views on RTI

Tax experts are urging as many employers as possible to take part in an online survey around Real Time Information (RTI) payroll reporting.

HM Revenue & Customs (HMRC) has launched the survey to gather the experiences of employers – along with those of software and payroll service providers – in reporting payments to employees on or before the date of payment.

The Chartered Institute of Taxation (CIOT) said on 23 August that information gathered via the survey would help HMRC to assess the impact of RTI on PAYE reporting and to help it consider whether it needed to make any changes, including what, if anything, should replace a temporary relaxation under which employers of fewer than 50 people who make payments to employees daily, weekly or fortnightly can continue to report monthly.

HMRC announced on 12 June that it was extending the temporary relaxation from October 2013 until April 2014.

The CIOT urged as many employers as possible to complete the survey, which is open at and is due to close on Friday, 13 September.

A CIOT spokesman said: “It should only take ten minutes to complete, and all answers are confidential. The survey is hosted by an external company and HMRC cannot identify who has given which responses, so please be frank.

“We appreciate that the majority of employers are coping reasonably well with RTI but that there is a significant minority who may have problems in meeting the ‘on or before’ deadline once the temporary relaxation is due to finish in April 2014.

“HMRC would like to hear from them, through the survey, to identify the reasons for the problems (whether down to cost or practical barriers) and to help develop solutions.”
